1. Eligibility Conditions

Railway Employee

• All retired Railway employees who served in any Department of Indian Railways are eligible.
• Spouses and adult children of retired Railway employees may assist and work as facilitators (only one nominee per retired employee).
• Spouse/adult children will not have any claim for Railway employment. An undertaking must be given.
• Applicants residing near the station applied for will be given preference.
• Employees removed/dismissed for doubtful integrity will not be engaged.

General Public

• Applicant must be at least 18 years old (proof required).
• Must have passed SSLC/Matriculation or equivalent (proof required).
• Must be a resident of the same district where the station is located (address proof required).
• Police verification certificate (or applied copy) must be enclosed.
• Should converse in English, Hindi, and the regional language (mandatory).
• Aadhaar and PAN card copies must be enclosed.
• If no local district applicants, neighbouring district applicants may be considered.

2. Terms of Engagement

• Preference will be given to retired Railway employees over general public applications.
• An applicant may apply for only one station.
• If applications exceed requirements, selection is by draw of lots.
• Tenure of facilitator: 2 years, as per Railway Board’s guidelines.
• No salary/remuneration from Railways; facilitator receives 3% commission on ticket value.
• Station in-charge will roster facilitators for ATVM operations.
• Daily reporting (opening & closing) to station in-charge is mandatory.
• Facilitator is responsible for cleanliness of ATVM & surrounding area.
• General public facilitators must operate themselves; cannot nominate substitutes.
• Smart card holders using ATVMs must be given priority.
• 3% incentive from smart card recharges may be retained.
• Digital payments must be accepted and not refused.
• 3% rate may be changed by Railways at any time; no claim for arrears.
• Facilitators must wear prescribed uniform, behave courteously, and display Railway-issued ID card.
• All instructions of Railway Administration must be followed.
• Penalties for malpractice:
  • ₹1000 – first offence
  • ₹2000 – second offence
  • Further offences → termination
• An agreement must be executed with Railway Administration.

3. Smart Card Rules

• Facilitator may purchase max. 3 smart cards from the selected station.
• Only registered smart cards may be used for issuing tickets.
• Unlimited recharges permitted.
• Loss of card must be reported and replaced with a newly registered card.
• Smart cards remain available to general public, who get priority.

4. Security Deposit (General Public)

Stations are classified into two categories:

• NSG-1 & NSG-2: ₹50,000 security deposit
• Other stations: ₹25,000 security deposit

• Security deposit must be paid before commencement of work.
• Letter of Award (LOA) issued upon selection; work must start within 15 days.
• Failure to pay security deposit or commence work results in cancellation.
• Dues will be adjusted from security deposit upon completion.
• Damage to ATVM due to facilitator’s actions must be compensated by facilitator.
• If facilitator refuses to continue, deposit will be forfeited.
